Unable to provide copy of certificate and refund

i requested for a copy of diploma certicate to be printed of which the branch took a year to come back and tell me that they only print for anyone who graduated after 2005 . they then told that i have to apply to get my refund back of which an email was sent through on the 11/11/2014 even now i have not received any feedbak from them up until now .<br> <br> do i have to wait another year to get the refund or responce from the branch ?<br> <br>
