Unable to Graduate because of unfixed marks and account errors

Rosebank college Braamfontein campus They don't take my matters too seriously they refuse to fix my marks for two of my modules, they begin by saying I owe them money when I have paid all my debt, and I have over paid my fees and also left proof that I have not only finished paying but that I have over paid and I also haven't received my refund for that, but still they haven't fixed my incorrect marks, I did try to communicate with Mr Jacob he sent me false replys saying they are busy with this matter till now they are refusing to give me my certificate because of those marks which I have gotten distinctions on.
