Resubmisson application declined. The mishap was not even my fault

The school has proved to care more about the money rather than the education of students. I experienced a mishap while trying to submit an exam. My documents were not recognized by the blackboard. I submitted the correct formats. I app**** for resubmisson because of the mishap. My application was declined because of some policy. I tried to call and email, but I did not receive a response or a way forward. The lecturers reply emails selectively no matter how important your issue is. They just become unreachable, but when they want school fees they will find you. I've made payments and somehow they are not reflecting, I was asked to bring proof of payment I did, but they are still not reflecting. I sent an email containing the proof of payment, but still nothing. But they are still calling my guardian asking about school fees while there's proof of payment in their emails. There's a long list of issues. This is just the tip of the iceberg.
