Refund for my studies

How long does it take for a refund from Rosebank to be paid in my account? It's more than a week I have been and the sad part my Bursary did everything on thier side as according to bursary I have to get my refund but Rosebank decides not to pay me my refund.

Can someone please share the Rosebank refund policy so that I can know and share with my bursary holder which is the Department of Education that thier policy says I must not get my refund. And according to my understanding Department got into contract with Rosebank and followed Rosebank College procure but what they don't know is what us the student are going through. We where called in a meeting and we where asked if we are happy we should continue with Rosebank we said yes deep down all of us attending at Rosebank College we not happy and your operations department as well is careless when it's comes to marks now it's your finance department they don't understand when Rosebank College bank should debited when and credited when.
