Refund

I have app**** for a Registration refund last year May , I was told that I do qualify for a refund and had to submit all the required documents in order for the refund to be processed to my account . I have been waiting for my refund the whole year . Only to go to campus early February this year to enquire about the refund and found that under my student financial details there’s refund allocated to an account that I do not even know , to a person by the name of Mohhamed. I am now being told that I do not qualify for a refund , why are they only telling me this now ? Why are their terms and conditions only changing now ? I even have a proof of their emails telling me to wait for a particular days in order for my refund to be processed If this doesn’t get sorted, I’ll be forced to take legal action against the institution!!!
