refund

I have a complaint against Rosebank college in Braamfontein. My brother used to attend there but decided to cancel as he wanted to do something else in a different college. Sadly my mother had paid registration fees as well as the 1st month tuition only to find out my brother decided not to return. She then called the college to cancel and request for refund for the 1month payment and they had advised her that the terms and condition is that they will only refund half of the fees back. my mom agreed and cancelled on time. But since then we are still waiting for the refund and when we call we are advised to speak to the finance department which doe snot pick up our calls. My mother is not pleased as there is no one getting back to her about the refund and the fact that it seems no one is willing to assist in her getting her money back. Worst part is that she doesn't even owe any fees.
