******* distribution of GCRA students funds

I'm a first year student at Rosebank College funded by gcra, The issue we are facing is the issue regarding the distribution of funds for example, the book allowances, laptop allowance as they said we must order them from wisebooks. Since we had already bought those things, they said we can ask for a refund. The problem starts last week when GCRA made payments last week Thursday, and today we look at our statements and find out that they're removing 20 % from our allowances, for what we also don't know. All in all I'd like to say we are not happy with the service delivery of rosebank college finance department to us as gcra students because it's difficult for us to get our money and there's too much *******ion as we are being charged things that we don't even know
