Certificate not issued since 2013

Hi<br> I don't understand what's going on with rose bank college really I completed my higher certificate in office administration in 2013 I was promised my certificate in 2014 and I never received it called in the said August this year I called in a again n I was told storie. I want my certificate cause I don't owe you guys anything I'm tired of those letters stating that I have the certificate I want my physical certificate really you delaying me from many things.
