RTMC NON-DELIVERY OF LICENSE DISK

Do not use the online service. I have used their online system to renew my vehicle's license disk. That was 22 February 2024, 5 weeks ago. I still have not received it. I have sent emails, to numerous RTMC addresses, to no avail. Calls go unanswered. How do I get a refund for the delivery fee charged? More importantly, where can I collect my license disk?
