LICENSE RENEWAL NO SERVICE AT ALL

I paid for the renewal of my license disc in October i received message that my license was ready for delivry on the 14th of November to this day iam still waiting and they keep blaming the courier comapny that they cant get hold of you even though they never call you. I am driving around with expired license disc but i have paid for it as well asthe service fee which at this rate iam not sure what it is for as the is no service at all.
