Exceptionally poor service

In July I app**** for new license. After back and forth, and poor communication, still no license. In beginning November I got a traffic fine. Went to traffic department and someone **********ly imitated my signature, picked up my license and never gave it to me. Now I have a traffic fine for unpaid license and the traffic department refuses to issue another one after having stood in the rain for 2 hours at traffic department....
