Disk wrongly scanned

I went to spar in R55 in centurion on 21 September to apply for my car disk unfortunately a mistake happened that i gave them my old car disk (which was written off by the insurance )to scan when the disk was released we realised that it was not on my name meaning it has a new owner i called the lady who helped me she told me that they cannot refund me due to the fact that they have already paid to the traffic department i called their head office same was told please assist
