Unacceptable customer service

After I submitted my docs twice, I need to submit it for the third time. Somebody bumped my car but can’t claim from the insurance because the car is not on my name. And top this, I got a fine today for the licence disk that expired end December but I can’t renew it because the car is not on my name.
