Trouble getting my money back

I bought a renault kwid in december 2016. My temporal disk was expiring in January and i haven't received the car's number plate as promised by the car dealer.I then called him and he approved that I get it myself and they will reimburse me with the amount i used, i e-mailed him the proof of payment and he responded that he will send it through. I have been doing regular follow ups and he will be giving me excuses saying that he was on a holiday and could'nt make a follow up. Its the 8th month now and i have'nt received my money.
