Spare key not delivered

I bought a car last year October, they didn't tell me there was no spare key, when I requested for it after a week thinking they forgot to give it to me then they started saying it was misplaced when they relocated. I have been making calls and they keep saying they placed an order in their offices in Germany of which until today I haven't received it. Sad part is today my key was ****** and I don't have a key now I Left my car in the parking. I really was sue them. What do I do and where do I report them. They were not transparent wth me so I'm really upset. My email is ********** please advise
