Factory fault issue

I bought a Megane in November and from day one it had issues with the brakes. Since then I have been to the dealership almost 10 times taking the car in and checking progress. They always try to fix the issue with various methods except changing the brake pads. Two weeks ago I was told to bring the car in so that they can replace the pads and it would take two days max, this was a Thursday. Went back the following Monday because I did not receive any feedback. The lady helping me was on leave and no one knew what was going on, they couldn't give me any sort of indication of what the next step was. I went back on the Thursday and still the car was just sitting there. They told me they were waiting for approval from Renault SA. I do not understand how obtaining approval would take over a week. I took my car back and to this day I have not received a call to notify me that the replacement has been approved. I will have to go again like I always do otherwise I will never hear from them.
