Dissatisfied Renault Driver

The Steering column on my Renault Clio III Yahoo plus, started making a noise when you turn left or right. I took the vehicle in to determine the problem, the technician informed me that the Steering rack and pinion is a sealed unit, and cant be opened for inspection. Therefor they cant determine if this falls under the vehicle's warranty period or not, and that I am now to pay R 13000 if I want this repaired. This is not acceptable, as my car is now exactly 3 years and 2 months.
