RMS an organisation of *****

I live in a complex where RMS runs our electricity and water bill. 2 days ago my account had a positive balance.

Yesterday out of the blue we get our electricity disconnected. When we check our bill we mysteriously had a negative balance of -R735.

When we called to enquire, we were that their system has not been billing us for water for so time now. How is this ethical and fair. I know I have been paying for their services for over a year only a bill of over 700 of credit. I need an explanation.
