Electricity ran out but still being billed daily

I have been away for over a month and my electricity went off I ddnt have a problem as there was no essential use to keep it running while I am away, now my problem is even though my electricity has been cut off I keep getting a bill for a minus amount daily, what nonsense is this my electricity is off why am I being billed, am I expected to keep the electricity in a pot I've balance even when i'm not around? I need an explanation this is day light *******!!!
