Reliable Store not reliable at all!

On 27 March I purchased party event products from reliablestore.co.za (order #59007). If an address ends with co.za you would think it is South African based. Since 7 April I've received an email saying "Shipment is on its way". The event took 27 April place and no package. Today is 23 May and still no package. And everytime I query, Basetsana Phajane will just say the package is on its way I would like a refund as there is no use for me to receive the goods anymore.
