Will pay for processing of the contract even if the property is no longer available

Pathetic service, I app**** for a flat was told to fill in the application and attach all needed documents. I did so then was requested to pay R300 before anything could be processed I then made an immediate payment. Was called back and said everything looks good and everything is in order that I will get an answer the next day. I then asked what was happening and was told oh sorry the owner decided to give the property to someone else without there knowledge and that I will not be refunded the R300 I had to pay.
