Why change to something that doesn't work

Seems the business introduced a system that is failing them. I loaded R300 and it says insufficient funds. Went to customer service yesterday and I was advised that all is well and guess what same error message only this time it says I have a pending penalty. Like Okay can someone explain to me what is happening cause I'm sure I understand.
