What the hell!

Why is it that this transport company never has bus cards only single tickets . I get sent from pillar to post and after 2 weeks in still buying single tickets. They always offline too. Bus drivers all of a sudden decides that everyone needs to change buses so there's a queue waiting for the next bus. This is ridiculous and the attendant stares at you as if you're crazy when asked about it .
