Sap cheques

I'm a city of jhb employee under transportation (BRT) and last year I filled forms to go study at UJ for project Management and governance, that was in September now there are some of our colleagues who came after me who already have their cheques. When you ask HR it's like no 1 is willing to assist they tell you that Mashaba apparently frozen everything which I know isn't the case because I asked somebody else who works at Metro Center Braam, I'm really frustrated because I have to know where I stand ASAP and no one is willing to at least assist
