Rea vaya dissapointed

Its is so disappointing i have loaded R50 on my card and i was unable to use the service i than loaded R40 last week again its shows a panelty today i loaded R50 yet again it shows a penalty. Is rea vaya also robbing people how is it that they charging me so many R50s for a penalty. What if i had no extra cash how was i going to get home.
