Cheque enquiry

I had app**** to study at UJ this year for Project Management And Governance,I work for Rea Vaya and we get subsidized for studying but HR is now saying things and have to pay by 21st of Feb.Ive tried communicating with them but they not being co-operative saying Mashaba had frozen funds and yet other people have received their cheques,this is too stressful because I asked someone who works at Metro Centre and they know nothing regarding frozen funds .
