Still waiting for order

I bought two shoeracks online on the 12th of February 2016 and also paid for the posting of the racks. I then was told that I would receive a tracking number from the seller, a few days later I did receive the tracking number but it was invalid as it only contained numbers and no letters. I called the post office to find out if they had such tracking numbers and they said no. I then sent the seller and SMS to let him know and ask for a valid tracking number, he never responded to that message. I tried calling him and as soon as I asked if I was talking to Raymond, he hung up.
