Unauthorised distribution of personal details to estate agents by Deeds Office, Pta

Out of nowhere I got a call from a lady called Naval Malatjie from Rawson Properties, Pretoria North about my house "which is on the market". I dropped the call as there was a client coming into my office. After my client left, I then called Rawson properties and asked to speak to Naval, She gave me a call and I asked her where she got my telephone numbers and address from as I wasn't selling my house. Imagine my shock when she told me that she got my details from the Deeds Office in Pretoria? What right does the Deeds Office have to give out personal information to estate agents without consent? I wish the POPI Act can be into effect so that people's information can be protected. We see people losing properties through ************ means, and I hope this is not the case for me- that I am not about to find myself homeless thanks to the Deeds Office & Rawson properties. This is TOTALLY UNACCEPTABLE, and it must come to an end!!
