refusal to pay back my deposit

Refusal to give me the reason why I will not be receiving my deposit back and ignoring my emails and not calling me back regarding the issue. I requested for my deposit back 4 weeks ago. I had to follow up with the agent regarding the refund process. The agent told me I will get my deposit back. After 4 weeks I'm told I will not be refunded because I owe February rental. How can I possibly owe February rental when I was meant to occupy the property from March? Still waiting for the two estate agents to respond to my emails and calls. I was **** to about getting my refund. It only takes a day for rawson properties to acknowledge receipt of payment, but it takes them decades to address to refund inquiries.
