Irresponsible

I have bought a property last year in October via Remax and physically moved in by end of November. Since I moved, I am having a lights problem as the lights are going dimmer and flickering... I stayed till December 20, 2020, before leaving for India for holidays. I came back on April 2, 2021, the problem is still there. I have already contacted private electricians by spending R 1250 and got the house inspected and found the incoming voltage isn't great as I am getting only around 200 Volts (sometimes lesser than that), as we are supposed to receive around 230-240 volts, and it has to be fixed by the council/compliance agents/other people. I have communicated the same with Rawson Body corporate, Remax property agent, Inspecto team who did the compliance check, but nobody is taking responsibility for fixing the issue. I am almost living in dark in the evenings for a month now, I don't know where I shall go to get this issue fixed. Please note, I have got Deeds transferred, but the rates account has not got generated. Kindly help.
