Holding deposit

I have been renting an apartment through Rawson Properties for 14 months since August 2016. I was asked to pay full deposit plus one month's rent upfront before signing a lease agreement. The deposit was said to be refundable. In those 14 months i received ridiculous electricity and water bills which were only indicated on a Rawson invoice. I queried the bills and requested for a bill from City of JHB which i was never given. I stayed until the lease expired, an inspection was held upon exit and not was broken or damaged, I was promised to receive my deposit in seven days. Three days later R3189 was deposited into my account. I asked for the balance as i do have any outstanding balance and i wasn't given any valid answer. I would like to know where the rest of my deposit is and to be given original copies of my bills.
