Dishonesty from Rawson Paulshof Agent - Derrik

I went to view a cottage in Paulshof with Derrik in August 2017. When I arrived, I saw that the owner has dogs, 2 huge dogs and I am not a fan of dogs at all and I even told Derrik. I was only brave enough to walk in because I was with someone else. I liked the place but asked if the dogs would be kept on the other side of the house due to my fears, Derrik reassured me that the owner already made plans of putting up fencing to put the dogs on the other side. I filled in the forms and paid the R171 admin fee and submitted everything same day. When I woke up, I had a Whatsapp from Derrik - sent at 22:00 - advising that the owner is unable to move the dogs for security reasons and he won't proceed with the application if the dogs are an issue. I immediately rep**** and told him I'm not interested anymore. 30 minutes later, he called me to say my application has been approved. I asked him why he proceeded with the application after I advised him not to. I then asked him when I'll get a refund of my R171, to which he said I won't get the refund, he had already sent through my application. He is not interested in answering my calls and this is just frustrating. I do not understand why I can't get my money back.
