What's the point of a special request?

I send in a special request for RAM to deliver my package last as I am working. The delivery guy calls me to tell me he only has 3 deliveries for the day and wants an early day so he won't come after 4 (their working hours are until 5). I then ask if he can come to my workplace, he also refuses. What is the point of a special request? Now I have to wait till Monday for an urgent package. So so annoyed. I'm the costumer. Never using them again
