Unreliable courier service com

Good Day, I have a parcel which was dispatched on the 13th of May. RAM sent me an SMS confirming delivery today on the 13th May. Waited the whole day nothing happened and on the tracking system it says:

UNSUCCESSFULL DELIVERY IN Pretoria - UNAVAILABLE BUSINESS - NEED AN ACCESS CARD / PERMI.

I didn't receive any call or notification from the courier service and I was at my place the whole time.
