Unclear information and lack of communication

Hello I really need some answers due to the fact that i tracked my new upgrade order from Vodacom and my address is in Tzaneen Limpopo and the tracking page said unsuccessful delivery and a re-attempt is coming up in Pietersburg.

Exactly what does it mean. I would consider better communication strategies and a more clear way that people would know what it means.
