Unacceptable security protocols for deliveries

I recently purchased my wife's Christmas gift and the company used Ram to deliver the parcel. The parcel was meant to be delivered today, 20th December, and I got the notification that it had been delivered but I never got the parcel and never got any calls from the courier. The driver can't access my apartment as it is in a gated complex. I then spent over an hour on hold to be told the driver gave the parcel to a Gardner and that it was even also possible that it was dropped at the wrong address, despite it being very clear. I do not know this person that they handed the parcel to nor do they know me.

Additionally, as I was discussing this problem with an agent my call was dropped as it was close to closing time, I feel that this shouldn't have happened as this is a serious issue. When I tried to call back it never went through. I did miss a call back after this but it was because I now had to contact the HOA and try go try fix this issue and try find this person. To no surprise, nobody by the name given works here and no gardeners were on site today. So the parcel was given to whoever was closest and absolutely no security checks were followed to confirm delivery to the correct person. As a courier company operating in an industry where expensive, important, confidential and sentimental parcels are delivered, security protocols for deliveries to me would be a no brainer. Then to drop my call and leave me with no way to contact anyone to help me till Monday, a day and a half later, is ridiculous. The insane thing is that this isnt the first time I've had this issue with Ram. There is never any attempt to contact the right people. Parcels are just dropped wherever is most convenient.
