Refusing to deliver

Ram is refusing to deliver the parcel that they were supposed to deliver yesterday. I called on 3 August and was advised that the delivery will be done on 4th it's 16:20 no delivery is done. I called Ram again on 4 August I was holding for over 5 minutes. No one want to help me.
