RAM non delivery when client presents drivers lisence as proof of identity

I ordered a rain sim card and RAM courier delivers it to my doorstep. I present my Drivers license and my proof of registration and they refuse to give me my sim card because I do not have my green ID book. Question is what is on the Green ID book that is not on the drivers license? I am not happy at all, very poor service
