Rain sim delivery

My Rain sim was suppose to be delivered last week and the time for delivery says 8 to 5 but when I asked for the delivery to be at 8 the person who called me refused so now the guy who is suppose to deliver today came unannounced and he is now telling me that he will bring the sim tomorrow and I'm suppose to pay 250 at the end of the month yet I didn't use my rain for 2 week.
