No delivery on promised dates

Vodacom already released my package to them on Thursday May 2nd, I made arrangements arrangements with them for it to be delivery to take place on the 6th or 7th of May. When trying to contact the call centre call is dropped 12 times. I wanted to pick up my parcel at then RAM office - Repose is it is not allowed. Can the then be seen as theft?
