Driver speeding in the complex

The first incident took place between 7-11 September 2015, I'm unsure of the exact date. The driver came speeding so fast into our complex, that the vehicle hopped over the speed bump outside our unit and the van's back doors flung open. I reprimanded the driver of the vehicle, as the speed limit in our complex is 15km/h and there are children and pets in the complex. He just looked at me with a blank stare. Yesterday, 12 November 2015 at about 2pm, the same happened again. The driver came racing in and flew over the speed bump, nearly knocking over our gardener. Once again, just a blank stare. I would like to report him, as he has no respect or regard for any rules or regulations, or common decency for that matter. The vehicle number plate is DY08BXGP. I didn't get the driver's name, but he's the same driver as last month. This parcel was delivered to a neighbour, so I don't have any further reference numbers, but I can obtain it if need be. The delivery was for Mrs C van der Mescht, 12 Villa Marbella, Bush Willow Street, Roodekrans, Roodepoort, 1724, if that helps. I did, however, report the driver yesterday but I don't know if it will be followed through with.
