Bad service

I was contacted last week Wednesday afternoon re a delivery as I need to provide ID. I confirmed with the operator a time to date almost 1 week later no one has even attempted the delivery as I have 24 hour security. Today I get an sms parcel returned. Now the sender will be paying re delivery charges when no one Has even attempted delivery neither called me.
