Driving 2 months without registration

I never seen such incompetancy in my life time. I bought a car from these guys in Jun2019 and provided all necessary documents and signatures. I bought a second car now I September 2019 with another dealership, they could register it and call me that my other vehicle owes something. Only to find that the first car was still not registered and only when I call them, they tell me the needed my address. Told me to sort it out my sell and they will refund me, but the only will refund cost for their car not the cost incurr for missing registration for the new car.its been 3 days waiting for my refund, I have to call them every second not even getting the curtacy call for update.
