Deposit withheld?

I was a resident at 304 Oak Avenue for a year, my rent was always paid on time and in full. When my lease was up I decided to move out due to various reasons, of which most were negative. I have been struggling for a month now to get my Deposit back from them. The lease clearly states that your deposit will be paid back within 14 working days from the start of the month that you have left. That time has come and gone. after numerous backwards and forwards mails and a telephonic assurance from the property manager that my deposit will be paid back to me on the 25th of November (today) I still have not received my deposit into my account. This is absolutely unacceptable and starting to border on a breach of contract! What excuse is next? Are they now going to deduct on all kinds of extra charges because I complained? As I also have not received any sort of statement of what will be deducted from my deposit (even though the unit was left in better condition than when I moved in).
