Insurer refusing to cancel my policy

Im currently using Prime meridian which i want to cancel. When you need them their number just rings only ,i got stuck and needed towing and i called them till i paid for towing services. Now i want to cancel they playing hard to get when i call they tell me that the person to help with cancelation will call me back and they refuse that i hold to wait as they say he/she is busy on a call, i wait and wait then they keep buzzing me just to show that they called and to show that its not my phone i gave them my wife's number and they also buzz her. So they refusing to cancel my policy by delaying me so that i give up.
