Misplaced documents

On the 3rd of March 2020, being unware that life would change so drastically just a few weeks later due to Covid19, I had paid for important documents to be couriered from PostNet Parow in Cape Town to SAQA House in Pretoria (as told to by my then future employer). It is now 19 August 2024 and I am unable to locate where my documents are. After countless back and forth emails with PostNet Parow, I have no information aside from my waybill and and email that stated my package was received *somewhere* (I now think it was PostNet Brooklyn) by an individual (no last name given) two days after I had initially sent it out. At some point my emails were left responded to, SAQA house claims that they have not received anything and PostNet Brooklyn is yet to confirm that my documents were received at their branch. I know that the backlog due to Covid is a real issue but it's been a total of four years now - am I to accept that my documents are just 'missing'?. This is now messing with my livelihood and future job opportunities. Utterly unacceptable and horrible service. How can I take this matter further? I need answers.
