Broken parcel

I had a parcel (photo frame) sent from the Woodmead to East London overnight. The parcel arrived broken even though it was wrapped by them. When I called to tell them about this, they said they would call back, still waiting. Head office said the branch must sort it out and East London said the same thing. Who must take responsibility when everyone is sending me from pillar to post.
