False advertising

After seeing their adverti*****t for renewing a car license disk, I took all my documents to Postnet in High Street, Cape Town. I paid R1570 after receiving the invoice, sent my proof of payment and followed up multiple times. Their partner who deals with the processing, Q-no-More, doesn't have answers to what the status update is after 2 months of struggle. I emailed, phoned, emailed - what else should I do to get my license disk which I already paid for? The supposed manager, Johan (***) has been emailing the partner with the same little question of "Can we please get a Status update?", which doesn't help at all. They said it could take up to 2 weeks - its been 2 months. Postnet false advertises for services they cannot deliver.
