Really poor quality and do not abide to the Consumer Protection Act

I recently ordered a Wooden Art Storage container from PMC Jewellery and was really unhappy with the quality when it arrived. I immediately contacted PMC Jewellery via email and was advised to initiate the return via their website, which I did. I then received an email advising that the return was approved, but that I need to return the product to Hongkong at my expense and that there would be a 15% restocking fee - even though on their website, the return address is Durban (they said that this is for damaged items only). I explained that the Consumer Protection Act states that if you have not had the opportunity to physically view an item prior to purchase and you are not completely satisfied with the item on receipt, you can return the item at the supplier's expense for a full refund. Furthermore, the Consumer Protection Act supersedes any and all company policies, unless they are beneficial to the consumer. After numerous emails back and forth for the last 3 weeks, PMC has waived the 15% restocking fee, but are adamant that I need to pay for the product to be returned to Hongkong. This is going to cost me more than what I paid for the product. I will never buy from them again as you have absolutely no recourse and the products are really very poor quality.
