PMC JEWELLERY PHONE PROBLEMS

Endless problems getting my cellphone sorted out with the correct software. All I want is what I paid for.... Not a phone pre registered in America. This prevents me from unlocking the bootloader to load the correct software. This problem has been ongoing for many, many months and in the meantime I have to use my old phone. All I want is what I paid for.... Is this unreasonable?
